County Executive and County Council Announce Members of Hospital Authority
 

UPPER MARLBORO, MD – Prince George’s County Executive Jack Johnson and County Council Chairman Samuel H. Dean (D) – District 6, today announced the names of the three county representatives on the seven-member Hospital Authority.

Stanley Brown, Esq., Thomas Himler, and Kenneth E. Glover were appointed jointly by the County Executive and County Council.  Three of the four remaining positions will be filled with appointees from Governor Martin O’Malley, and the seventh member will be appointed by the presiding officers of the state legislature.

“I am very confident that these individuals will represent the best interests of the county and they will work hard to ensure the viability and long term health of our hospital system,” Johnson said.  “They will make certain that the hospital is transferred to an entity that will build a world class health system in Prince George’s County.”

Council Chairman Dean comments, “Over the last several years, the County Council, working alongside the County Executive, has worked diligently to provide access to quality healthcare for the citizens of Prince George’s County. The assembly of talented and experienced individuals tapped to represent the county on the Hospital Authority offer an encouraging step forward toward achieving a world-class hospital system.”

Stan Brown is the People’s Zoning Counsel for Prince George’s County and he also has his own law firm.  Thomas Himler, the former director of the county’s Office of Management and Budget, has prior legislative experience in Annapolis.  PNC Bank Vice-President Kenneth E. Glover, formerly served as Chief Administrative Officer during a previous administration.

The Hospital Authority is the result of a bill passed by the Maryland General Assembly in April after negotiations between the county and state regarding the best way to ensure the long-term future of the county’s hospital system.  Governor O’Malley signed the bill into law on May 22. 

Under the bill, a seven-member Authority will be created to conduct an open, competitive bidding process for the purpose of selling the healthcare system to a new owner capable of providing high quality, community-oriented health and hospital services to Prince George’s County residents.
The bill also directs the state and county to reach agreement within 60 days of the passage of the new bill, on the aggregate amount of public funding they will commit jointly to the healthcare system if the bidding process results in the transfer of the system to a new owner.  The agreement would also specify the percentage of the total financial commitment for which the state and county will each be responsible.  Negotiations are currently ongoing with Deputy Chief Administrative Officer Iris Boswell representing the county and O’Malley’s Deputy Chief of Staff, Peggy Watson, representing the state.
